Agriculture: A Revolution Unfolding

This is what the President said in his New Year's Day 2017 Message:

"The agricultural revolution has begun. Farmers in different parts of the country are experiencing bumper harvests; states are getting into strategic partnership towards attaining self-sufficiency in rice, and the era of over-dependence on oil for foreign exchange revenues is gradually waning. I am optimistic that the CHANGE we all yearned for in voting this administration to power in 2015 will manifest more and be sustained in different sectors, particularly agriculture, in 2017"

This is what we've been up to:

1. The Presidential Fertilizer Initiative (PFI): Approved by President Buhari in December 2016, with the goal of reviving domestic fertilizer production in Nigeria. We have a detailed Explainer on the PFI: here https://medium.com/@TheAsoVilla/everything-you-need-to-know-about-the-presidential-fertiliser-initiative-pfi-e6879d424dd6

Before you read it, a few things to note:
- The PFI is not a 'subsidy' scheme. Instead it replaces the old subsidy scheme which the Buhari administration inherited (along with 62 billion naira in unpaid arrears -- which it has now cleared, with a last-tranche presidential approvalearlier this month)
- The PFI, apart from revitalizing comatose and under-utilized Blending Plants, and creating tens thousands of direct and indirect jobs, will save the Federal Government 60 billion annually in subsidy payments, and $200 million annually in FX costs.

2. WACOT Rice Limited Processing Mill: Argungu, the capital of Kebbi State, is hometo "the first rice mill to be conceptualized, executed and commissioned during the administration of President Muhammadu Buhari." It is one of the success stories of a Federal Government Initiative called the 'Anchor Borrowers' Programme' (ABP).
